Dear Fellow Committee Member:
On June 29, 2019, a meeting of the Republican Committee of Allegheny County (RCAC) was held to elect a person to replace D. Raja who resigned from his position as Chair, effective June 29, 2019. Of the 311 legitimate votes cast in that election, none of three candidates received a majority vote. Instead, the vote totals were: Sam DeMarco 133; Bronco Brnardic 115; and Sean Logue 63.
Because the June 29, 2019 meeting was not an endorsement election or one involving the selection of a nominee for public office, RCAC Rule 4.6(a)’s use of a plurality vote to select a winner is not applicable. Rather, Robert’s Rules of Order, which are adopted in the RCAC Bylaws as the parliamentary authority for all meetings, govern. Under Robert’s Rules of Order, a plurality of votes is not sufficient to elect an officer. Instead, a majority of the legitimate votes cast is required. Therefore, no election of a chair occurred on June 29, 2019.
Accordingly, I am writing to notify you that a meeting of the RCAC will be held on Saturday, July 20, 2019. The only business to be conducted at this meeting will be the election of the RCAC’s new Chair.
Election Procedures
The Judge of Elections for the July 20, 2019 meeting is the RCAC’s Solicitor, Ronald L. Hicks, Jr. In accordance with Rule 4.5 of the RCAC Rules, Solicitor Hicks has ruled that voting at this meeting will be in person or by proxy. Because repeated balloting may be required until a majority vote is obtained, absentee ballots will not be used.
In-person voting at this meeting will be held at Pittsburgh Plaza Hotel Green Tree, 401 Holiday Drive, Pittsburgh, PA 15220. The meeting will be begin promptly at 9:00 a.m., and will continue until a majority vote is obtained. Registration for the in-person voting will begin at 7:30 a.m., and end at 9:00 a.m. Anyone who fails to timely register will not be permitted to vote.
Voting by proxy will be available to any Committee Member who cannot vote in person on July 20, 2019. Under RCAC Rule 4.5, written proxies of members may be held by only other members eligible to vote who attend in person, and no member may hold the proxy of more than one other member. Such proxies must be in writing, signed by the member appointing the proxy, and witnessed. To be effective, all proxies must be delivered to, and verified and accepted by, the Judge of Election prior to the start of the meeting for them to be cast as part of this election. Only such person whose name has been registered as holding the proxy for the member will be permitted to vote the proxy. If a proxy has not been registered or, if registered, is deemed invalid (including without limitation being given to one who is not eligible to vote or is not in attendance in person), then the proxy vote may not be cast. A proxy form is enclosed for your convenience.
In closing, please exercise your rights as a Committee Member and vote at the July 20, 2019 meeting.
